May be a Piaggio railcar from the 1940s. Piaggio was originally an aircraft manufacturer hence the aircraft-like construction and materials. They also made some light pax and baggage carriages also in the 1940s which could be seen used as train depot shuttles ("corsette") for RY workers through the 1980s.
